In a letter addressed to the UK Secretary of State, she expressed her disappointment in the government’s inadequate efforts to modernize copyright laws in the face of advancements in generative AI and large language models (LLMs).
The letter also proposed policy discussions regarding the oversight of the UK’s market competition. It emphasized the need for market competition to be a “clear” policy objective, integrated into the design and review process of new policies and standards, and subject to comprehensive internal and external evaluations.
Baroness Stowell of Beeston’s public letter was a response to Michelle Donelan, the Secretary of State’s update on the government’s AI oversight and parliamentary recommendations on April 17, 2024.
It is worth noting that on February 2, the UK’s House of Lords published a report focusing on generative AI and large language models (LLMs). The report highlighted the government’s emphasis on high-stakes AI safety, which could potentially impede international competition. It also examined the trajectory of LLMs over the next three years and outlined necessary measures to ensure that the UK can effectively respond to opportunities and risks in a timely manner.
In response to the report, Michelle Donelan stated that the government’s AI oversight is stringent and disclosed efforts to promote AI adoption across the UK to enhance productivity in companies of all sizes and sectors, thereby driving further economic growth.
Scrutiny of the UK’s AI Market Competition Intensifies
The UK’s Competition and Markets Authority (CMA) is actively scrutinizing the growing influence of Big Tech in the UK’s AI market competition. Concerns have been raised regarding potential market dominance due to the increasing involvement of companies such as Google, Amazon, Microsoft, Meta, and Apple.
A notable example is the CMA’s investigation into the partnership between Amazon and AI developer Anthropic, where Amazon made a $4 billion investment.
This scrutiny extends to other collaborations, including Microsoft’s partnership with OpenAI, as the CMA seeks to ensure fair competition and prevent any adverse impacts on the UK’s AI ecosystem.
